empty-queue-ttl: Used to purge unused or empty queues. If you define a value (time in seconds) for this element, then your queue will be destroyed if it stays empty or unused for that time.
This definition is misleading. Because when a queue is not empty it will never be deleted. If a queue is empty and empty-queue-ttl is set to 15, then 15 seconds later this queue will be removed from the cluster.
Instead of saying "empty or unused", it would be more correct to say "empty and unused"
