This PR updates a number of dev dependencies and the nodejs environment that our tests run in

  • Node.js 16.18 -> Node.js 18.16.1 in CircleCi and Chromatic
  • Pnpm 6 -> 8
  • Large number of dev dep minor version bumps

If you wanted to take a quick look through you're more than welcome :) I think I'm ready to merge this PR, All tests appear to be working fine.

The only two deps I struggled to update were Storybook 6 -> 7, and Typescript 4.9 -> 5.1.

The storybook update worked but broke accessibility tests, and the typescript update broke some test (I forget exactly how).

It would have been a little tedious to update each renovate PR for individual PRs since they had piled up, hence the one bigger PR.
