Make the distinction more clear. Probably need another level over the 4 groups of rules up top.

Also need to link to the Node resolver readme/changelog from the core readme/changelog.

This also shouldn't hold up 2.0, since it's not semver-major.

Readme had a lot of changes since this was opened, and "style vs static analysis" is already distinct.

I'm dismissing this as stale.
