The latest setuptools (60.3.0) contained a breaking bug (pypa/setuptools#3002). This causes the docker-pytest builds to fail. The broken version has been yanked but our devpi server does not relay this metadata (devpi/devpi#792 has been fixed but we're running an outdated server).

update devpi server
