I have the mirror up and running, is it possible to configure maven dependency-check plugin(version 11.1.1) to use the mirror? e.g. Bypass the rest calls and download the database from the mirror?

When you mean with "mirror" a custom datafeed service you can configure it using nvdDatafeedUrl described at https://jeremylong.github.io/DependencyCheck/dependency-check-maven/configuration.html#Advanced_Configuration
