How to create a more involved customization

I can change the settings of agents and their relationship. But I am feeling that the names and population of agents plus the configuration of the map are hard to change, the changes of which are expected.
In the README file Tiled map editor is mentioned but about only the colors of each pixels in the map probably(unable to change the configutation of the map e.g. schools, museums)
Any help?
