HTML Notification bodies when needed

Right now the you can use the HTML variables such as {{HT_ODO}} in a notification message. Since those messages are currently plain text only, you'll just see raw HTML in the message. There should be a way of noticing when HTML elements have been requested and sending a rich text message instead.
