Describe the bug
'Unlabeled Only' shows too many recipes

What page/area is the bug in?

To Reproduce
Filter to 'Unlabeled Only'

Expected behavior
Recipes shows would have no labels

Actual
I find it shows recipes that do have a label as well as those that don't

Trying to use bulk label feature.
