Hyperlink to PDF in /tree is non-functional #4371

As in #3652, clicking on PDFs in the /tree view causes my Chrome browser to display in the developer console:

Failed to load 'https://hub/files/filename.pdf' as a plugin, because the frame into which the plugin is loading is sandboxed.

If I click the checkbox next to the filename then click Download I can save the file to my computer and open it. Should clicking the name of PDFs and other sandboxed files in /tree initiate downloads by default?
