One could time a notification for this by checking when a transaction was made in the background (if possible) or maybe even predict when a user typically eats?
Rating options should be available directly from the notification for a quickest possible entry.

One could also include the possibility of sending feedback directly to the Studentenwerk. They provide a form here https://www.studentenwerk-dresden.de/mensen/lob_kritik.html?eid=153498 that prefills with data when provided with the ID. That's nice.
