Have one(many?) toplevel template that uses the reusables that will be synced across repos.
Ensure to have a "THIS FILE IS AUTO GENERATED DON'T EDIT" type header on top of the file. Maybe also have some sort of indication in the actual filename as well to not confuse repo owners.
