[FEAT] Ability to rearrange the sequence of custom emoji/stickers

Feature Description

Ability to rearrange the sequence of emoji/stickers in settings. For example, displaying a wand near every sticker, which can be dragged to rearrange the sequence.

Rationale

In "Settings/Chat/Emoji Settings", a recently added emoji will append to be the last item. Clicking "send stickers" in chats, we can see that the sticker sequence inherits the sequence in the settings. So it would be nice if we have the ability to rearrange the sequence of emoji/stickers, for that we can more quickly select our loved stickers when chatting.
