Integrate katib with Jupyter notebooks and fairing

Allow data scientists to take a training job on fairing and easily configure a katib HP tuning job - without having to write a CRD.

This is unlikely to happen in 0.6. The user experience should be improved with the new UI, so this can be lower in priority.
