revive GCV1-era list of datasource descriptions in instructions page #838

In late model editions of GCV1, adding special attributes like

"description" : "Seven Arabidopsis thaliana whole genomes from diverse ecotypes, as described in <a href='https://www.biorxiv.org/content/10.1101/738880v1'>Jiao and Schneeberger 2020</a>",
 "website" : ["https://1001genomes.org/data/MPIPZ/araport_MPIPZJiao2020/releases/current/"](https://1001genomes.org/data/MPIPZ/araport_MPIPZJiao2020/releases/current/),

to server entries in the config would cause a special block in the entry page to get populated, as can still be seen here:
https://gcv-arabidopsis.ncgr.org/gcv1/instructions

bring it back! (so the federales can show off their stinkin' federation badges!!)
