Is your feature request related to a problem? Please describe

In WinUI 3 the horizontal version of navigation bar is present as separated control called SelectorBar. I tried to use the tab control instead but it doesn't fit my desired.

Describe the solution you'd like

A control like SelectorBar, or allow to define a DataTemplate for menuItem in NavigationView

Describe alternatives you've considered

I tried to use a Navigation view with top pane but it is not possible use DataTemplate for menuItems, I tried the tab control with some issues #1314
