as_string should add scheme to protocol-less uri if it's specified as argument #12

If creating a new URI like so, the scheme should be added to the string:

$ perl -MURI -E 'my $uri = URI->new("//example.com/p?q=1", "http"); say $uri->as_string'
//example.com/p?q=1

It should instead print:

http://example.com/p?q=1
