Per-Predicate Evaluators

Right now in the CLI, multiple evaluators can be specified.
These evaluators can be configured via config options.

However, there are cases where you will want to run the same evaluator on multiple predicates and need different configurations for each one.
For example, you can have two predicates that need a CategoricalEvalautor, but need to specify different indexes.
E.g. Foo(A, b, C) and Bar(a, B, c).
Where an uppercase variable denotes a category index.
There is currently no way to use a CategoricalEvalautor properly on both of these predicates.
