shuttle http keepalive separation

Shuttle currently maintains separate keepalive connections for http clients and backends, allowing load-balancing even during a single http/1.1 session.

While this is a very nice feature, we may want a way to bypass this for higher throughput, or for naive clients that expect the same server to always reply during an http session.
