i couldn't generate a proof. #7

I'm finded this as soloution :

Only account address with a balance >= .1 ETH prior at Ethereum block #5264265 are able to generate LPT through this dapp. If your address does not fit that criteria, you won’t be able to mine LPT with this dapp.

So i have an wallet with about 0.31 Etherium.
But what is the :

prior at Ethereum block #5264265

Can you explain me more ?
How can i get an Etherium wallet with corrwect address ?
please help me.
