Root is a special account.

CANS:

Root must be available on the system from the start (for example, he could be created with db:seed).
Root must be able to change his password/# credentials.
Root can add/remove admin rights to any accounts (except his).
Logout

CAN NOTS:

Root can NOT create, comment or attend meetings. Admins must do this.
