Spec version

We might want to add a spec or schema version property to the metadata table and require individual mbtiles to specify which version of the spec they conform to. It could help applications handle any breaking changes in the future.

Pretty sure we'll need this. The iPad app in particular needs to still support pre-1.2 and knowing upfront about things like formatter, um, format, would help.
