cannot log in after "sudo service restart gdm3" #1

Steps to reproduce

start VM
open console, type "sudo service gdm3 restart"
select user max, enter correct password
desktop flashes briefly before being redirected to the login screen again

There are a number of things that do work:

(Auto-)login works fine when rebooting the VM
logging out via the GUI and then logging in again works fine
logging out via the GUI, then entering a wrong password once, then the correct one also works fine (i.e. it is not this bug)

Some things already tried:

using sudo systemctl restart gdm.service instead makes no difference
