Generalize "ihr-usage" type query #1

The type of query run in initial_ihr_analysis.py is an "ihr-usage" query, and it happens frequently. Create an easier way to do it than writing each query manually from scratch. (This probably involves writing a function of some sort. What would you like the function call to look like? Think about design for usability.)
