Declarative definition of a rule in the StigData log file to provide a standard way to populate unautomated rules

Describe the solution you'd like

Framework to allow a rule to be specifically defined in the log file. In other words, extend the log file to allow rule definition, in order to send the parser down the intended rule code path.
