Steps to reproduce

I don't run PowerToys as administrator as our work policy is not to do so unless needed.

I noticed a new version was available (not sure what version I was on) and so I started the update.
I was prompted to "elevate" my permissions to install PowerToys. After doing that, the install went fine, but one thing I noticed was that PowerToys did not start up (after the install).

I started it under my "user Id" (just a normal windows user) and it came up. I was able to see the settings and everything seemed to work fine under my user id.

when I decided to "Restart PowerToys as administrator", I was prompted to "elevate" to my administrator id and that worked and PowerToys came up, and was up just long enough to show the update note and then PowerToys either exited or crashed. All I noticed was that it went away.

I've never had a problem in the past running as administrator and I don't know if this is similar to #18019 (I don't have that type of video card, my card is NVIDIA and I don't use my machine for gaming) or if it's related to #18043. I'm including my generated Report bug zip file

✔️ Expected Behavior

Expected PowerToys to come up after install as well as coming up when restarting as administrator and stay running.

❌ Actual Behavior

PowerToys exits or crashes.
