Stop publishing ReactUwp NuGet Package (#4753)

* Stop publishing ReactHwp NuGet Package

We no longer support ReactUwp in 0.62. Stop publishing a NuGet package with it.

* Change files

* Remove stale variable

* Remove another stale var
