This is a follow-up issue to
#34475

I would like to have the 'harfbuzz' utility tool 'hb-view' available for debugging purposes.

Proposed solution

Hence change the file portfile.cmake for 'harfbuzz' accordingly.
'hb-view' will only be built if the optional harfbuzz features 'glib' and 'cairo' are available.
