Description of the new feature/enhancement

The Windows Package Manager manifest schema v1.1 will include microsoft/winget-cli#1227.

Proposed technical implementation details (optional)

These values shouldn't automatically be carried forward as they might be version specific. The user should be prompted to confirm or modify the values for wingetcreate update as suggested by @bearmannl.

@vedantmgoyal2009 I think we should fix #250 first. There's an issue with the parser winget-create uses that breaks the UI with large text input

as per the docs it shouldn't be interactive:

The update command is non-interactive [..]

i think better than prompting would be to supply it an optional release notes URL which it can then scrape (with support for GitHub and possibly other platforms, to extract the content from; rather than expecting a plain-text release note).

and with that there would also be no dependency on the other issue.
