We've seen a spike in activity with the release of Windows Package Manager 1.0.

From the community request of Moderation needed.
We have stopped the automated "merge" for PRs.

Windows Package Manager team administrators will begin manually reviewing submissions to reduce the number of duplicate submissions, and manifests with sub-optimal metadata. We have also implemented moderation to help maintain the quality of the community catalog.

We have an open discussion for Moderation

Please be respectful as the community moderators are volunteers. They will attempt to keep manifests up to date with new submissions, and they will try to help some of the newer community members joining us in building a healthy catalog.
