As of Nov 2020 production codebuild deploy is not triggered by webhook

The webhook for the production CodeBuild deploy isn't working. There's a webhook in the GitHub repo that says it's getting 400s and the CodeBuild job shows no webhook.

I went to enable the webhook, but the GitHub users that was used to enable the integration doesn't have rights. I can't find docs on what GitHub user was used for the integration (in infosec-dev and infosec-prod we have 2 dedicated GitHub users for codebuild integrations, see the git-internal.mozilla.org/opsec/keys/passwords.txt.gpg). I can't find what user was used in the mozilla-iam account.

I suspect we'll need to provision a dedicated GitHub user for this and re-setup the webhook links for auth0 stage and prod
