Ensure all recipients receive the same broadcast message.

There should be a mechanism in your transport that allows "reliable broadcasting", which means that parties can broadcast messages to other parties so that everyone is guaranteed to receive the same message. This can be done, for example, by sharing and comparing hashes of received messages.
