Notify if migration/updates are pending #326

  • When visiting admin dashboard
  • Checks to see if there are pending migrations
  • Shows a full-screen notice and then can redirect to /update to complete the migrations
  • Doesn't rely on version checks to see what state its at for updating
  • New version checks can still rely on the version comparison
