   tls13-strong-cipher-check.xglab.ariba.com:443 => ERROR: Connection to the server timed out; discarding scan.

Expected behavior
The tool should be able to detect tls1_3 and produce a result.

As a workaround, it is possible to run it with --tlsv1_3 parameter, i.e.:
sslyze --tlsv1_3 tls13-strong-cipher-check.xglab.ariba.com
