[Plan] Add option to "clip" activity names

Plans with many activities in a short span of time end up increasing the vertical scroll amount a lot.

Describe the solution you'd like
There should be an option to clip activity names so that we can reduce the vertical scroll distance.

Testing Notes

1. Create a Gantt Chart

2. Drag an existing Plan into it

3. Go into the "Config" inspector tab

4. Verify that "Clip Activity Names" is activated

5. Expand the bounds to encompass a bunch of activities

6. Verify that no activity names appear outside of the activity rect bounds and are clipped

7. Uncheck the "Clip Activity Names" setting

8. Verify that activity names appear to the right of the activity rect bounds

9. Test persistence by saving the config, navigating away and back again, etc.
