Create base fork of the documentation theme

Fork the tomjoht/documentation-theme-jekyll theme and use that for the remote theme of the Maker Event Playbook.

This is mostly a code / content split.

Those who fork the playbook to edit content won't see as many files

This means that we have more control over forked versions of the playbook since builds will come back to our theme files (things like noindex, nofollow)
