Naxsi accepts blacklist without target zone

Naxsi should throw an error during the configuration parsing when a blacklist is created without a target zone (ie, a rule like this :

MainRule id:4242 "d:libinj_sql" "mz:$URL:/foobar" "s:DROP";

)
