Device and Module Bays

I don't understand the difference between a Device Bay and a Module Bay. I am attemping to add a Calix E7-2 shelf, it has two bays, device or module? Seems module too me so I created two Module Bays (Top Position 2 and Bottom Position 1). I created Calix 1601 Module Types with Module Bays for each SFP as PON 1-2, PON 3-4, etc. The SFP's are also Module Types. I then created a Calix DUAL XGS SFP Module Type with two interfaces (CH1 and CH2) for that SFP. I am trying to use {module} to rename the interfaces when Modules are added to E7-2 Shelf. The format would be 1/{module}/xp1, 1/{module}/xp2, etc...

When I install a 1601 module into a E7-2 Shelf Module Bay I see Module bay PON 1-2 and I try and install a Calix DUAL XGS SFP Module (it won't let me) but the end result would be two interfaces created 1/1/xp1 and 1/1/xp2. If I did the same in the Top module I would expect 1/2/xp1, 1/2/xp2.
