Description

While we've included a readme in the Azure site extension, nuget is not displaying its contents. See https://devblogs.microsoft.com/nuget/add-a-readme-to-your-nuget-package/#add-a-readme-to-your-package

Acceptance Criteria

Publish a site extension to nuget with a readme displaying.
