A similar issue was fixed in Nextcloud 29.0.12, 30.0.6 and 31.0.0 (the last one is not released yet). Could you check if it is still reproducible after updating to any of those versions?
If it is still reproducible, can you check if the issue also happens when opening the PDF file with Firefox? That is, not through the Nextcloud PDF viewer, but directly in Firefox.
