Include pango-designation version

Description of feature

Although pangolin software version is already included in the yml file, there's an important feature that impacts lineage designation greatly, which is pango-designation version. I think including the version of this database (a.k.a pango-data) is key when reproducing the analysis, as using a different version of the database may lead to a different lineage designation, even when the software version is the same.

I'd say to include it in versions.yml, but could also be included elsewhere.
