No dues automation

The completion of the No Dues Certificate at the end of a major manually is pointless. A lot of it can be automated, step by step.

Some of these can be automated very easily while others would require their respective modules to be built and be used by the sections actively.

Here's a checklist of all the places from where the no dues need to be gathered:
