RIM DB table creation

De-couple the populating of the RIM DB table so that it can be refreshed each time the page is displayed on the ACA or the firmware is provisioned. This has several advantages:

• RIM additions and removals through the ACA portal are accounted for in real time.
• RIMs sent from the device during provisioning are accounted for.
• The exact RIM DB data used during a given validation can be stored for historical purposes (ACA currently only shows the most recent data).
