We need a good serialisation format for components.

This should capture:

The type of component
The values of parameters
Any component-specific configuration (learning rate modifiers, etc.)
Structural data (e.g. indexes for sparse network components)

The format should be stabilised for the v1.0.0 API, so that components can be saved and loaded reliably across versions.
