"Cannot lock ref" error

Has happened at least once when trying to apply a patch (so during staging), would be a good idea to look into why that'd happen and see if we can mitigate it.

I'd assume it's something like a concurrent forward port being created to 18.0 so both crons try to update the ref' at the same time.
