Password policy for built-in users - Cloud SQL #40

To make sure built-in user in Cloud SQL has good a password, I would like the following setting to be set.
It should be for all environments.

_passwordValidationPolicy:
complexity: mixed
disallowUsernameSubstring: True
enablePasswordPolicy: True
minLength: 15
