Добавить документацию к REST API методу GET /api/mencho/{noted_at} при помощи аннотаций NelmioApiDocBundle

Summary
Входные параметры
Выходные параметры
Если во входном или выходном параметре используется DTO, то используем @Model(type=...)
Перечислить все коды ответов, которые может вернуть метод
Документация должна появиться на странице http://self-control-diary.loc:8080/api/doc
