CI upgrade breaks clang formatting and asan testing #473

CI currently uses a prepared Ubuntu Jammy image. This is dated. Upgrading to openquantumsafe/ci-ubuntu-latest breaks CI, though (see log).

Thus, this issue is to

fix clang formatting to more current clang version (analog to Add a convenience script for consistent astyle formatting liboqs#1861)
fix failures detected by using asan using latest tooling version (see log).
if all passes, update all (GH) CI to ubuntu-latest.

This problem became visible when trying to upgrade CI in pursuit of improving/avoiding from happening again #472
