Make dev notes and improve CI

Create a markdown file to introduce the project to devs, highlighting gotchas and where to get started.

Things like:

• dependency of the built binary name of the Haskell code and the npm package ( pkg folder )
• add these kind of rules to a check script to make sure that the project is valid as is and can actually build
• location of prelude folder
• ...
