Determine ISO conformance class

Given an arbitrary implementation, the GeoAPI conformance modules should be able to tell which ISO 19115 or 19111 conformance classes apply to the implementation. For example there is 26 conformance classes in current ISO 19111 draft, depending on whether the implementation support projected CRS, vertical CRS, etc.
