Page scroll not resetting

What happened?

If you go to one page, then scroll down, then click an item in the main menu, when you are taken to the next page, the scroll position is whatever it was on the previous page. If the page changes, the scroll position should either be reset to the top of the page, or go to the anchor, if one is present in the URL.

Steps to produce this issue.

1. Go the the home page
2. Scroll down a bit
3. Open the menu
4. Click any link
5. Notice the page scroll is wherever it was before
